Let us Spray.
Looks like aphids.
You can also wipe them off manually using a kitchen towel, if you aren't too squeamish.

I am going to stick the plant outside for the day and let the bugs enjoy it. LOL
The last time we had this issue... we sprayed them with something like vinegar or something which killed the plant.

My wife had a degree in botany. She says those are aphids. They arrive as black flies and their larval stage is what we typically call aphids. Roses are their favourite meal! The best way to deal with them is to spray with soapy liquid. Harmless to the plant and kills the bugs.

@ArcaneCollector , they like new growth sarracenia shoots as well, and appear in their thousands. Squishing is quicker than spraying for mass annihilation with a spray to deal with the remainder. Thin rubber/vinyl gloves are best.

Soapy water is very good, I always spray my outdoor roses with it. (Washing up liquid) x

Maybe a weak soap solutions such as washing up liquid diluted appropriately...
