They need to remove “land of the free” from the national anthem. I hope word gets out and people boycott the festival in protest.

It was good to see that there was one local businessman who came to the rescue, and the little lass seems to have done better than she would have if the greedy beggars at the food festival had left her alone. Karma bites back.
The real answer would be to give discretion over enforcement, but that isn't going to happen. Exercising discretion means you make a judgement, and these days that causes more problems than it solves.

I swear there used to be allowance in the law for the discretion of a professional.. these days it is too much of a risk and harder to do the right things in these instances.. people get fired for trying to stop thieves, etc.

You're not wrong, and knowing that they will end up in difficulties means that hardly anybody is willing to go outside the tick box list.
